A political scientist explains the use and evolution of the term"},"content":{"rendered":"<p><\/p>\n<p>(THE CONVERSATION) Neoliberalism is a complex concept that many people use \u2013 and abuse \u2013 in different and often conflicting ways.<\/p>\n<p>So what is it, really?<\/p>\n<p><a href=\"https:\/\/dornsife.usc.edu\/cf\/faculty-and-staff\/faculty.cfm?pid=1008310\" target=\"_blank\" rel=\"noopener\">When I talk about neoliberalism with my students<\/a> at the University of Southern California, I explain the phenomenon&#8217;s origins in political thought, its ambitious claims to promote freedom, and its troubled global trajectory.<\/p>\n<p>&#8216;Markets work;  governments don&#8217;t&#8221;<\/p>\n<p><a href=\"https:\/\/plato.stanford.edu\/entries\/neoliberalism\/\" target=\"_blank\" rel=\"noopener\">Neoliberalism defends<\/a> that markets allocate scarce resources, promote efficient growth, and ensure individual freedom better than governments.<\/p>\n<p>According to the progressive journalist <a href=\"https:\/\/prospect.org\/economy\/neoliberalism-political-success-economic-failure\/\" target=\"_blank\" rel=\"noopener\">Robert Kuttner<\/a>&#8220;the core argument of neoliberalism can fit on a bumper sticker. Markets work; governments don&#8217;t.&#8221;<\/p>\n<p>From this perspective, government represents bureaucratic inflation and political imposition.  The government is wasteful.  The verve of capitalism, along with limited democratic politics, is neoliberalism&#8217;s balm for all that ails humanity.<\/p>\n<p>Rounding out his bumper sticker mantra, Kuttner continues: &#8220;There are two corollaries: Markets embody human freedom. And with markets, people basically get what they deserve; alter market outcomes is to spoil the poor and punish the productive.&#8221;<\/p>\n<p>Evolution of neoliberalism<\/p>\n<p>The moniker &#8220;neoliberalism&#8221; was coined by the Austrian economists Friedrich von Hayek and Ludwig Von Mises in 1938. Each elaborated their own version of the notion in books from 1944: &#8220;<a href=\"https:\/\/mises.org\/library\/road-serfdom-0\" target=\"_blank\" rel=\"noopener\">The path of servitude<\/a>&#8221; and &#8220;<a href=\"https:\/\/mises.org\/library\/bureaucracy\" target=\"_blank\" rel=\"noopener\">Bureaucracy<\/a>\u201d, respectively.<\/p>\n<p>Neoliberalism was opposed to the prevailing economic strategies promoted by <a href=\"https:\/\/www.worldcat.org\/title\/collected-writings-of-john-maynard-keynes\/oclc\/971381838\" target=\"_blank\" rel=\"noopener\">John Maynard Keynes<\/a>, <a href=\"https:\/\/www.imf.org\/external\/pubs\/ft\/fandd\/2014\/09\/basics.htm\" target=\"_blank\" rel=\"noopener\">which encourage governments to stimulate economic demand<\/a>.  It was the opposite of big government socialism, <a href=\"https:\/\/plato.stanford.edu\/entries\/socialism\/\" target=\"_blank\" rel=\"noopener\">whether in its Soviet manifestation or in its European social democratic version<\/a>.  Advocates of neoliberalism agreed <a href=\"https:\/\/plato.stanford.edu\/entries\/neoliberalism\/\" target=\"_blank\" rel=\"noopener\">classical liberal principles such as laissez-faire<\/a> \u2013 the policy of not intervening in the markets.<\/p>\n<p>By the 1970s, Keynesian policies were faltering.  Hayek&#8217;s organization, the <a href=\"https:\/\/www.montpelerin.org\/event\/429dba23-fc64-4838-aea3-b847011022a4\/summary\" target=\"_blank\" rel=\"noopener\">Mont Pelerin Society<\/a>had attracted wealthy European and American benefactors to its ranks and financed <a href=\"https:\/\/prospect.org\/economy\/neoliberalism-political-success-economic-failure\/\" target=\"_blank\" rel=\"noopener\">powerful think tanks such as the American Enterprise Institute and the Cato Institute<\/a>.  These groups refined the message of neoliberalism, turning it into a viable and attractive ideology.<\/p>\n<p>By the 1980s, neoliberalism had gained ascendancy <a href=\"https:\/\/history.jhu.edu\/faculty-books\/the-great-persuasion-reinventing-free-markets-since-the-depression\/\" target=\"_blank\" rel=\"noopener\">Republicans like President Ronald Reagan<\/a>.  Senior officials in the Democratic presidential administrations of <a href=\"https:\/\/prospect.org\/economy\/neoliberalism-political-success-economic-failure\/\" target=\"_blank\" rel=\"noopener\">Jimmy Carter<\/a> and later <a href=\"https:\/\/www.nytimes.com\/2022\/04\/05\/books\/review\/the-rise-and-fall-of-the-neoliberal-order-gary-gerstle.html\" target=\"_blank\" rel=\"noopener\">bill clinton<\/a> he also embraced neoliberalism.<\/p>\n<p>Neoliberalism was also defended by conservatives such as British Prime Minister Margaret Thatcher and by <a href=\"https:\/\/www.theguardian.com\/books\/2016\/apr\/15\/neoliberalism-ideology-problem-george-monbiot\" target=\"_blank\" rel=\"noopener\">international institutions such as the World Bank and the International Monetary Fund<\/a>.<\/p>\n<p>But the deregulation of free markets had some unfortunate political consequences.  Promoted <a href=\"https:\/\/doi.org\/10.4000\/regulation.7729\" target=\"_blank\" rel=\"noopener\">financial and labor crisis in the US and UK<\/a> and exacerbated <a href=\"https:\/\/doi.org\/10.4000\/regulation.7729\" target=\"_blank\" rel=\"noopener\">poverty and political instability<\/a>.  The crisis was felt from the Global South to the American Northwest, manifesting itself in protests against the World Trade Organization, often known as the <a href=\"https:\/\/www.opendemocracy.net\/en\/oureconomy\/battle-seattle-20-years-later-its-time-revival\/\" target=\"_blank\" rel=\"noopener\">&#8220;The Battle of Seattle.&#8221;<\/a> To critics like <a href=\"https:\/\/www.thenation.com\/article\/archive\/whats-neoliberal-do\/\" target=\"_blank\" rel=\"noopener\">Franz Fanon<\/a> i <a href=\"https:\/\/academic.oup.com\/book\/40603\" target=\"_blank\" rel=\"noopener\">David Harvey<\/a>, neoliberalism is more similar to neo-imperialism or neo-colonialism.  Basically, they claim, it achieves old ends &#8211; exploiting the global working class &#8211; through new means.<\/p>\n<p>This criticism feeds <a href=\"https:\/\/lareviewofbooks.org\/article\/neoliberalism-against-democracy-wendy-browns-in-the-ruins-of-neoliberalism-and-the-specter-of-fascism\/\" target=\"_blank\" rel=\"noopener\">another argument<\/a>: which harbors neoliberalism <a href=\"http:\/\/cup.columbia.edu\/book\/in-the-ruins-of-neoliberalism\/9780231193856\" target=\"_blank\" rel=\"noopener\">anti-democratic sentiments<\/a>.  What if citizens prefer government regulation and oversight?  History shows that neoliberal die-hards still would <a href=\"https:\/\/jacobin.com\/2021\/06\/neoliberalism-democracy-populist-right\" target=\"_blank\" rel=\"noopener\">pushing market orthodoxy over popular opinion<\/a>.<\/p>\n<p>An extreme example of this was Hayek&#8217;s support for the repressive Pinochet regime in Chile.  Augusto Pinochet overthrew the popular socialist government of Salvador Allende in 1973. Pinochet was <a href=\"https:\/\/nsarchive2.gwu.edu\/NSAEBB\/NSAEBB110\/index.htm\" target=\"_blank\" rel=\"noopener\">carefully received by the Nixon administration<\/a> and looked <a href=\"https:\/\/www.latimes.com\/archives\/la-xpm-1987-01-02-me-1475-story.html\" target=\"_blank\" rel=\"noopener\">favorably by Reagan<\/a> i <a href=\"https:\/\/www.latimes.com\/archives\/la-xpm-1999-oct-07-mn-19796-story.html\" target=\"_blank\" rel=\"noopener\">thatcher<\/a>.  According to them, Pinochet&#8217;s commitment to neoliberalism overcame his anti-democratic character.<\/p>\n<p>This story helps explain the election last year of Gabriel Boric, the 36-year-old president of Chile.  Boric <a href=\"https:\/\/www.newyorker.com\/magazine\/2022\/06\/13\/can-chiles-young-president-reimagine-the-latin-american-left\" target=\"_blank\" rel=\"noopener\">he had an agenda for profound change<\/a> after a period of agitation due to the policies of the Pinochet era.  His campaign slogan was &#8220;If Chile was the cradle of neoliberalism, it will also be its grave.&#8221;<\/p>\n<p>A flawed and contradictory ideology<\/p>\n<p>Beginning in the 1980s and for a long time afterward, neoliberalism for many Americans evoked individual freedom, consumer sovereignty, and corporate efficiency.  Many Democrats and Republicans championed it to justify their policies and attract voters.<\/p>\n<p>But, in my view, this was only the popular facade of a deeply flawed ideology.<\/p>\n<p>Just consider the consequences of US bank deregulation afterwards <a href=\"https:\/\/www.economist.com\/special-report\/2017\/05\/04\/how-the-2007-08-crisis-unfolded\" target=\"_blank\" rel=\"noopener\">the global financial crisis of 2008<\/a> let&#8217;s see what happens <a href=\"https:\/\/www.washingtonpost.com\/business\/economy\/a-guide-to-the-financial-crisis--10-years-later\/2018\/09\/10\/114b76ba-af10-11e8-a20b-5f4f84429666_story.html\" target=\"_blank\" rel=\"noopener\">when the government allows the markets to work themselves<\/a>.  american key <a href=\"https:\/\/www.pewresearch.org\/social-trends\/2019\/12\/13\/two-recessions-two-recoveries-2\/\" target=\"_blank\" rel=\"noopener\">economic indicators<\/a> like class inequality also explain the sad history of uncontrolled markets.<\/p>\n<p>For many Americans, however, the <a href=\"https:\/\/archive.nytimes.com\/opinionator.blogs.nytimes.com\/2014\/11\/30\/evolution-and-the-american-myth-of-the-individual\/\" target=\"_blank\" rel=\"noopener\">mythology<\/a> of <a href=\"https:\/\/www.wsj.com\/articles\/misconception-of-individual-liberty-letters-to-the-editor-1419984888\" target=\"_blank\" rel=\"noopener\">individual freedom<\/a> stay strong  American politicians who hint at restricting it, for example by proposing more regulation or increased social spending, are often labeled as &#8220;<a href=\"https:\/\/www.forbes.com\/sites\/paulroderickgregory\/2012\/01\/22\/is-president-obama-truly-a-socialist\/\" target=\"_blank\" rel=\"noopener\">socialist<\/a>.\u201d<\/p>\n<p>In short, neoliberalism was a child of its time.  It is a grand narrative born of the Cold War era, which claims to have the solution to society&#8217;s ills through the power of capitalist markets and government deregulation.<\/p>\n<p>There is no shortage of articles that show that he has not fulfilled his promise.
