WATERLOO \u2014 More stray cats will return to the wild if the City Council approves a pilot program Monday.<\/p>\n

The meeting is scheduled for 5:30 p.m. in the Town Hall’s plenary hall.<\/p>\n

A community cat program through the Cedar Bend Humane Society could take in free range cats to spay or neuter and give them shots before they are released back into the wild. It is about reducing the number of cats that pass through the shelter.<\/p>\n

It currently costs the city $55.62 for each cat brought to the shelter. The proposed idea would reduce that to $52.<\/p>\n

Council documents define a community cat as a feral or friendly cat that can be cared for by residents. Cats entering the shelter will have their ears pinned to indicate they have been spayed or neutered and vaccinated against rabies. The tip of the ear will also mean that the cat does not have to be brought back to the shelter.<\/p>\n

If approved, the pilot program would begin immediately and end on January 31.<\/p>\n

In other business, some airport landing fees may be waived at Waterloo Regional Airport if council approves a request made by Airport Director Keith Kaspari.<\/p>\n

The fees would only be exempted for planes with more than 65 seats. The request is to encourage American Airlines to bring larger planes to the airport. Currently, Waterloo only has 50-seat aircraft passing through its facility.<\/p>\n

If approved, Waterloo would be the third airport in Iowa with this type of aircraft. The airport says they may also request a third daily American Airlines departure to Chicago O’Hare or Dallas Fort Worth.<\/p>\n

Also on the agenda will be a resolution to approve $1 million in funding for the Hammond Avenue bridge replacement project over Sink Creek.<\/p>\n

In 2018, the city agreed to use SWAP funding to pay for the project. If passed, the resolution would eliminate SWAP funding and replace it with federal aid funding.<\/p>\n

The city could receive $990,000 in federal aid funding from the Department of Transportation, and the city would provide an estimated $300,000 match. The city’s match would come from stormwater fee revenue.<\/p>\n

Multiple box culverts would be constructed while Hammond Avenue was raised and widened through the bridge project. Also, Sink Creek would be widened and cleaned from Hammond to East Orange Road.<\/p>\n

Five public hearings. One plans to replace firefighter gear, items such as coats and pants, helmets, hoods, gloves, boots, suspenders and gear bags. Sandry Fire Supply of Dewitt submitted a starting bid of $2,576 and Dinges Fire Company of Amboy, Illinois submitted a starting bid of $3,350. A Smart City Strategic Planning Services Agreement with Honeywell International Inc. Honeywell offered its services to align city stakeholders, define project opportunities and secure at least one of those projects. A development agreement with Mid Country Property Management LLP. It includes tax abatements for five years at 50 percent and four years at 23 percent for the construction of an 18,000-square-foot office, showroom and store at 4718 Sergeant Road. The minimum appraisal deal is $1.55 million. An $85,000 purchase agreement with SofSurfaces Inc. to reclaim the Lafayette Park Playground. The funds would come from general obligation bonds. A request to allow parking on the east side of Bellaire Road for employees to park at the Kimball Ridge Mall. There is currently a two hour limit.<\/p>\n
