{"id":19966,"date":"2023-05-17T13:39:07","date_gmt":"2023-05-17T13:39:07","guid":{"rendered":"https:\/\/news24feed.com\/?p=19966"},"modified":"2023-05-17T13:39:07","modified_gmt":"2023-05-17T13:39:07","slug":"bidens-fossil-fuel-pivot-is-bad-policy-and-even-worse-science","status":"publish","type":"post","link":"https:\/\/news24feed.com\/?p=19966","title":{"rendered":"Biden&#8217;s fossil fuel pivot is bad policy, and even worse science"},"content":{"rendered":"<p><\/p>\n<p>President Biden has made it official<a href=\"https:\/\/www.npr.org\/2023\/04\/25\/1145679856\/biden-president-announcement-2024-running-reelection\" target=\"_blank\" rel=\"noreferrer noopener\"> announced that he is running for a second term<\/a> in 2024. <\/p>\n<p>Among the first term achievements he touted were his actions to address climate change.  There&#8217;s a good reason for that: Biden&#8217;s re-election may hinge on turnout among young voters who care passionately about the climate. <\/p>\n<p>But worryingly for Biden, a poll by Fossil Free Media and Data for Progress this spring showed a<a href=\"https:\/\/www.filesforprogress.org\/datasets\/2023\/3\/dfp_ffm_willow_tabs.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> dramatic drop in approval<\/a> for the president&#8217;s climate and energy policies, especially among independent voters and young people.  The fallout followed Biden&#8217;s decision to endorse the <a href=\"https:\/\/www.npr.org\/2023\/03\/13\/1163075377\/willow-drilling-project-alaska-approved-biden\" target=\"_blank\" rel=\"noreferrer noopener\">Willow oil drilling project<\/a> in Alaska, breaking a campaign promise<a href=\"https:\/\/twitter.com\/CJAOurPower\/status\/1635400387456045057\" target=\"_blank\" rel=\"noreferrer noopener\"> to end oil and gas leasing<\/a> in public lands and waters.<\/p>\n<p>A Change.org petition urging the administration to stop the project has reached more than <a href=\"https:\/\/www.change.org\/p\/joseph-r-biden-biden-administration-and-conocophillips-say-no-to-the-willow-project\" target=\"_blank\" rel=\"noreferrer noopener\">5 million signatures<\/a>.  Another <a href=\"https:\/\/www.greenpeace.org\/usa\/news\/people-vs-fossil-fuels-coalition-condemns-biden-administrations-approval-of-the-willow-oil-drilling-project\/\" target=\"_blank\" rel=\"noreferrer noopener\">2.3 million<\/a> people sent comments to the White House urging Biden to reject the project.  TikTok videos criticizing the project attracted more<a href=\"https:\/\/us7.campaign-archive.com\/?u=03c6bd2c940b3a70bc44f0b69&#038;id=ae6a49da5f\" target=\"_blank\" rel=\"noreferrer noopener\"> 650 million<\/a> spectators<\/p>\n<p>When Biden approved the project anyway, youth climate activist Magnolia Mead wrote that the decision &#8220;<a href=\"https:\/\/www.commondreams.org\/opinion\/biden-willow-project-climate-youth\" target=\"_blank\" rel=\"noreferrer noopener\">it felt like a slap in the face<\/a>\u201d and showed \u201cdisdain for the people who elected\u201d Biden. <a href=\"https:\/\/original.newsbreak.com\/@leeroy-johnson-1631089\/2960141436367-vice-president-kamala-harris-gets-heckled-by-protesters-while-leaving-a-taping-of-the-late-show-with-stephen-colbert-protesters-chase-the-motorcade-joebiden-nyc-news\" target=\"_blank\" rel=\"noreferrer noopener\">protests<\/a> erupted outside Vice President Kamala Harris&#8217; appearance on the Stephen Colbert Show and al<a href=\"https:\/\/www.cnn.com\/2023\/03\/21\/politics\/biden-national-monument-spirit-mountain-nevada-climate\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\"> president&#8217;s conservation summit<\/a> in the Department of the Interior. <\/p>\n<p>While Biden has signed off on major clean energy investments, Willow&#8217;s decision was<a href=\"https:\/\/otherwords.org\/pushing-back-on-soft-climate-denial\/\" target=\"_blank\" rel=\"noreferrer noopener\"> by no means an anomaly<\/a>.  Just three weeks after the Willow decision, the Department of Energy gave final approval for a<a href=\"https:\/\/www.reuters.com\/business\/energy\/biden-admin-greenlights-lng-exports-alaska-project-document-2023-04-14\/\" target=\"_blank\" rel=\"noreferrer noopener\"> massive gas export terminal in Alaska<\/a>. <\/p>\n<p>This isn&#8217;t just bad politics from Biden.  It&#8217;s bad science.<\/p>\n<p>Eliminating greenhouse gas emissions requires not only building renewable energy, but eliminating fossil fuels.  A minimal first step is to stop the construction of new fossil fuel infrastructure, as it &#8220;locks in&#8221; greenhouse gas emissions for the often decades-long lifespan of the infrastructure. <\/p>\n<p>The United Nations Environment Program and civil society partners have made this case in a<a href=\"https:\/\/productiongap.org\/\" target=\"_blank\" rel=\"noreferrer noopener\"> series of reports<\/a>.  The Intergovernmental Panel on Climate Change (IPCC) notes the emissions-locking effect of new fossil fuel infrastructure in its<a href=\"https:\/\/report.ipcc.ch\/ar6syr\/pdf\/IPCC_AR6_SYR_LongerReport.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> most recent report<\/a>.  this<a href=\"https:\/\/www.jstor.org\/stable\/resrep02768?seq=1#metadata_info_tab_contents\" target=\"_blank\" rel=\"noreferrer noopener\"> conclusion<\/a> is also<a href=\"https:\/\/www.climateandcommunity.org\/economists-case-end-fossil-fuels\" target=\"_blank\" rel=\"noreferrer noopener\"> supported<\/a> by several<a href=\"https:\/\/link.springer.com\/article\/10.1007\/s10584-018-2162-x\" target=\"_blank\" rel=\"noreferrer noopener\"> academic studies<\/a>.<\/p>\n<p>However, the Biden administration has approved it<a href=\"https:\/\/biologicaldiversity.org\/w\/news\/press-releases\/biden-administration-oil-gas-drilling-approvals-outpace-trumps-2023-01-24\/\" target=\"_blank\" rel=\"noreferrer noopener\"> more oil and gas drilling permits on public lands<\/a> than the Trump administration over an equivalent period of time.  They allow a<a href=\"https:\/\/www.energy.gov\/articles\/doe-issues-two-lng-export-authorizations\" target=\"_blank\" rel=\"noreferrer noopener\"> massive construction<\/a> of oil and gas<a href=\"https:\/\/www.energy.gov\/fecm\/articles\/us-department-energy-issues-export-authorizations-two-lng-projects\" target=\"_blank\" rel=\"noreferrer noopener\"> export terminals<\/a> on the Gulf Coast and have approved other harmful fossil fuel projects like the <a href=\"https:\/\/www.wdbj7.com\/2023\/05\/15\/usda-forest-service-approves-mountain-valley-pipeline-project\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mountain Valley Pipeline<\/a>. <\/p>\n<p>Even the biggest climate achievement of the Biden administration, the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/5376\/text\" target=\"_blank\" rel=\"noreferrer noopener\">Inflation reduction law<\/a>mandated oil and gas leases on public lands and waters as a condition of renewable energy leases and provided subsidies for<a href=\"https:\/\/www.ciel.org\/reports\/carbon-capture-is-not-a-climate-solution\/\" target=\"_blank\" rel=\"noreferrer noopener\"> unproven, dangerous<\/a> Carbon capture and storage (CCS) technologies to extend the life of the fossil fuel industry. <\/p>\n<p>A<a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/biden-epa-issue-power-plant-rules-that-lean-carbon-capture-2023-04-23\/\" target=\"_blank\" rel=\"noreferrer noopener\"> standard for limiting emissions from power plants<\/a> the Environmental Protection Agency (EPA) is likely to soon propose is also based on CCS technology. <\/p>\n<p>But if science doesn&#8217;t move Biden, maybe politics will.<\/p>\n<p>Outrage has been building among climate activists, and more broadly among young people, since the early days of his administration.  In June 2021, the White House was twice<a href=\"https:\/\/www.sunrisemovement.org\/movement-updates\/we-are-at-the-white-house\/\" target=\"_blank\" rel=\"noreferrer noopener\"> locked<\/a> for<a href=\"https:\/\/www.newsweek.com\/white-house-shutdown-protesters-chain-entrances-pipelines-1605565\" target=\"_blank\" rel=\"noreferrer noopener\"> protesters for the climate<\/a> outraged by the revelations about him<a href=\"https:\/\/unearthed.greenpeace.org\/2021\/06\/30\/exxon-climate-change-undercover\/\" target=\"_blank\" rel=\"noreferrer noopener\"> corrupting influence<\/a> of the oil giant Exxon about the negotiations on the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/3684\/text\" target=\"_blank\" rel=\"noreferrer noopener\">Infrastructure, Investments and Employment Law<\/a>. <\/p>\n<p>A few months later, in October 2021,<a href=\"https:\/\/www.movementrights.org\/the-climate-frontlines-went-to-washington-can-you-hear-us-now\/\" target=\"_blank\" rel=\"noreferrer noopener\"> communities on the front lines of US fossil fuel accumulation<\/a> and his supporters, by the thousands, demonstrated at the White House for several days to demand that Biden take executive action to end the fossil fuel era. <\/p>\n<p>Passing the IRA did little to mollify Biden&#8217;s critics on climate and environmental justice.  The<a href=\"https:\/\/climatejusticealliance.org\/the-inflation-reduction-act-is-not-a-climate-justice-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\"> Alliance for Climate Justice<\/a> publicly criticized the harmful compromises in the bill, while the<a href=\"https:\/\/www.ienearth.org\/the-inflation-reduction-act-of-2022-is-not-a-climate-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\"> Indigenous Environmental Network<\/a> he created fact sheets that explained their serious flaws. <\/p>\n<p>Biden, in short, is alienating key constituencies in his base.  The youth-led Sunrise Movement issued a<a href=\"https:\/\/us7.campaign-archive.com\/?u=03c6bd2c940b3a70bc44f0b69&#038;id=ae6a49da5f\" target=\"_blank\" rel=\"noreferrer noopener\"> a strong warning to Biden<\/a>The youth vote &#8220;is vital to Democrats if they hope to win in 2024.&#8221; <\/p>\n<p>Biden still has a chance to regain that confidence<a href=\"https:\/\/climatepresident.org\/\" target=\"_blank\" rel=\"noreferrer noopener\"> reversing course<\/a> on fossil fuels. <\/p>\n<p>\t\tDo advances in AI risk a future of human incompetence?  Why Biden should end the debt ceiling farce once and for all\t<\/p>\n<p>It can order federal agencies to stop appealing court decisions that overturn permits for controversial projects like the Mountain Valley pipeline.  It can also order them to stop issuing permits for new fossil fuel infrastructure.  He can use his executive power to ban crude oil exports.  Best of all, you can declare a<a href=\"https:\/\/www.biologicaldiversity.org\/programs\/energy-justice\/pdfs\/Climate-Emergency-Powers-Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> climate emergency<\/a>unlocking a wide range of powers to transition the US off fossil fuels.<\/p>\n<p>Biden can still take decisive action in defense of people and the planet, and perhaps also save his political career.<\/p>\n<p>Basav Sen directs the Climate Policy Program at the Institute of Political Studies.<\/p>\n<p>Copyright 2023 Nexstar Media Inc.
