But with 48% of voters siding with opposition leader Kemal K\u0131l\u0131\u00e7daro\u011flu, Erdo\u011fan will have to govern a divided nation. <a href=\"https:\/\/theconversation.com\/in-centennial-year-turkish-voters-will-choose-between-erdogans-conservative-path-and-the-founders-modernist-vision-202554\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:in its centennial year;elm:context_link;itc:0\" class=\"link \">in its centenary<\/a>.<\/p>\n<p>Like a <a href=\"https:\/\/scholar.google.com\/citations?user=ABctik8AAAAJ&#038;hl=en\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:professor of political science;elm:context_link;itc:0\" class=\"link \">professor of political science<\/a>I have <a href=\"https:\/\/cup.columbia.edu\/book\/democracy-islam-and-secularism-in-turkey\/9780231159326\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:analyzed Turkish politics for many years;elm:context_link;itc:0\" class=\"link \">he analyzed Turkish politics for many years<\/a>.  The election provided a stark choice for Turkey&#8217;s voters: end or extend Erdogan <a href=\"https:\/\/www.theatlantic.com\/international\/archive\/2016\/07\/how-erdogan-made-turkey-authoritarian-again\/492374\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:two-decade-long creep toward authoritarian-style governance;elm:context_link;itc:0\" class=\"link \">for two decades towards an authoritarian-style government<\/a>.  The decision to opt for the latter will mark the future of the country in a key way, both internally and in terms of its relations with Western countries.<\/p>\n<h2>What about Turkey&#8217;s political system?<\/h2>\n<p>Turkey had its first <a href=\"https:\/\/www.washingtonpost.com\/made-by-history\/2023\/05\/12\/turkey-election-erdoan\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:democratic election in May 1950;elm:context_link;itc:0\" class=\"link \">democratic elections of May 1950<\/a>.  Since then it has had a multi-party competitive system, although it has been sporadically interrupted <a href=\"https:\/\/www.aljazeera.com\/news\/2016\/7\/16\/timeline-a-history-of-turkish-coups\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:several military coups;elm:context_link;itc:0\" class=\"link \">several military coups<\/a>.<\/p>\n<p>In the last 10 years, Erdogan has rejected Turkey more <a href=\"https:\/\/www.theatlantic.com\/international\/archive\/2016\/07\/how-erdogan-made-turkey-authoritarian-again\/492374\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:autocratic, one-man-rule style;elm:context_link;itc:0\" class=\"link \">autocratic, one-man style<\/a> of governance  This has included restrictions <a href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2022\/10\/18\/turkeys-new-media-law-is-bad-news-but-dont-report-it\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:freedom of speech;elm:context_link;itc:0\" class=\"link \">freedom of expression<\/a>, <a href=\"https:\/\/www.reuters.com\/investigates\/special-report\/turkey-erdogan-media\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:freedom of the press;elm:context_link;itc:0\" class=\"link \">freedom of the press<\/a> i <a href=\"https:\/\/www.hrw.org\/news\/2022\/06\/07\/turkey-end-abuse-criminal-proceedings-against-selahattin-demirtas\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:free assembly;elm:context_link;itc:0\" class=\"link \">free assembly<\/a>.<\/p>\n<p>There is little reason to believe that Erdo\u011fan, buoyed by a new mandate, will reverse this trajectory.<\/p>\n<p>Erdogan won the election without making any promises about restoring or expanding rights and freedoms.  Rather, his campaign signaled an intention to continue Turkey&#8217;s path to being a conservative and religious state, far removed from the <a href=\"https:\/\/theconversation.com\/in-centennial-year-turkish-voters-will-choose-between-erdogans-conservative-path-and-the-founders-modernist-vision-202554\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:vision of a modern, secular nation;elm:context_link;itc:0\" class=\"link \">vision of a modern and secular nation<\/a> of the founder Mustafa Kemal Ataturk.<\/p>\n<p>In the run-up to the elections, Erdo\u011fan presented himself as the leader of the religious conservatives. <a href=\"https:\/\/www.youtube.com\/watch?v=NnyuFMVZ2N8\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:reciting the Quran in Hagia Sophia;elm:context_link;itc:0\" class=\"link \">reciting the Koran in Hagia Sophia<\/a> i <a href=\"https:\/\/t24.com.tr\/video\/erdogan-camlica-camii-icinde-cemaate-fetih-cagrisi-yapti,54253\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:addressing the people in another mosque following the Friday prayer;elm:context_link;itc:0\" class=\"link \">addressing the people of another mosque after the Friday prayer<\/a>.  He also presented himself as a militaristic leader, using <a href=\"https:\/\/www.youtube.com\/watch?v=vqsshbA3WEA\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:battleships, drones and other weapons;elm:context_link;itc:0\" class=\"link \">battleships, drones and other weapons<\/a> as campaign instruments and uploading a new Twitter profile picture with a <a href=\"https:\/\/twitter.com\/RTErdogan\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:air force pilot jacket;elm:context_link;itc:0\" class=\"link \">air force pilot jacket<\/a>.  This stance was combined with his accusations of the opposition <a href=\"https:\/\/www.duvarenglish.com\/turkeys-erdogan-accuses-opposition-of-acting-together-with-pkk-amid-dwindling-support-for-govt-news-59442\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:was collaborating with the PKK;elm:context_link;itc:0\" class=\"link \">collaborated with the PKK<\/a> \u2013 a Kurdish separatist organization designated as a terrorist organization by Turkey \u2013 suggests that Erdogan continues to promote Turkish nationalism and militarism.<\/p>\n<p>The story continues<\/p>\n<p>Erdo\u011fan&#8217;s run-off victory comes just two weeks after his Justice and Development Party and its coalition partners <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/5\/15\/erdogans-ak-party-wins-parliamentary-majority-state-media\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:won a parliamentary majority;elm:context_link;itc:0\" class=\"link \">obtained the parliamentary majority<\/a>.  It means the opposition will have no executive or legislative power to constrain Erdogan&#8217;s agenda.<\/p>\n<h2>Future relations with the US and the West<\/h2>\n<p>Another important and consistent feature of Erdogan&#8217;s presidential campaign was his <a href=\"https:\/\/www.reuters.com\/world\/turkeys-erdogan-says-wests-provocative-policies-towards-russia-not-correct-2022-09-07\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:criticism of the West;elm:context_link;itc:0\" class=\"link \">criticism of the West<\/a> in general and <a href=\"https:\/\/www.jpost.com\/middle-east\/article-738657\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:the United States;elm:context_link;itc:0\" class=\"link \">the united states<\/a> in particular<\/p>\n<p>Erdogan has accused the United States of a variety of perceived slights and Washington&#8217;s stance on issues affecting Turkey.  Last year, the Turkish leader criticized Washington&#8217;s <a href=\"https:\/\/www.dailysabah.com\/politics\/war-on-terror\/us-ignores-turkiyes-concerns-over-ypg-support-in-syria-erdogan\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:support of the Syrian affiliate of the Kurdish PKK;elm:context_link;itc:0\" class=\"link \">support from the Syrian affiliate of the Kurdish PKK<\/a> and protested the <a href=\"https:\/\/www.aljazeera.com\/news\/2022\/9\/26\/turkey-files-protest-with-greece-and-us-as-aegean-tensions-rise\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:deployment of U.S. armored vehicles;elm:context_link;itc:0\" class=\"link \">deployment of American armored vehicles<\/a> to two Greek islands.  Meanwhile, it has clearly distanced itself from NATO allies on Russian sanctions and instead <a href=\"https:\/\/edition.cnn.com\/2023\/05\/19\/middleeast\/turkey-president-recep-tayyip-erdogan-interview-mime-intl\/index.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:talked up Turkey\u2019s \u201cspecial relationship\u201d;elm:context_link;itc:0\" class=\"link \">spoke of Turkey&#8217;s &#8220;special relationship&#8221;.<\/a> with Russia<\/p>\n<p>In mid-April, Erdogan called the election <a href=\"https:\/\/www.iletisim.gov.tr\/turkce\/haberler\/detay\/cumhurbaskani-erdogan-turkiye-bu-secimle-birlikte-batiya-bir-mesaj-verecek\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:as a chance for voters to \u201csend a message to the West\u201d;elm:context_link;itc:0\" class=\"link \">as an opportunity for voters to &#8220;send a message to the West&#8221;<\/a> who, he claimed, supported the opposition candidate.  &#8220;This country does not look at what the West says, neither when it comes to fighting terrorism nor when determining its economic policies.&#8221; <a href=\"https:\/\/www.aa.com.tr\/en\/politics\/turkiye-to-give-message-to-west-on-may-14-president-erdogan-\/2870668\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:he said;elm:context_link;itc:0\" class=\"link \">he said<\/a>.<\/p>\n<p>Some of it was campaign rhetoric.  And Erdo\u011fan can make some attempts to heal the rifts with Western countries, such as approving <a href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2022\/06\/27\/erdogans-problem-is-not-with-sweden-and-finland-but-with-turkeys-western-vocation\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Sweden\u2019s NATO membership bid;elm:context_link;itc:0\" class=\"link \">Sweden&#8217;s candidacy for NATO<\/a> &#8211; something he has so far refused to do about what <a href=\"https:\/\/www.reuters.com\/world\/erdogan-says-turkey-start-ratifying-finlands-nato-bid-2023-03-17\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Turkey sees as the Nordic country\u2019s harboring;elm:context_link;itc:0\" class=\"link \">Turkey considers as the host of the Nordic country<\/a> of Kurdish terrorists.<\/p>\n<p>But even this concession would not mean a transformation of Erdogan&#8217;s deeply critical attitude towards Western countries in general.<\/p>\n<p>In fact, the only factor that can force Erdo\u011fan <a href=\"https:\/\/georgewbush-whitehouse.archives.gov\/news\/releases\/2004\/01\/20040128-3.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:return Turkey to a pro-Western position;elm:context_link;itc:0\" class=\"link \">return Turkey to a pro-Western position<\/a> is Turkey&#8217;s ongoing economic crisis, which could require support from wealthy Western states and institutions.<\/p>\n<h2>What&#8217;s next for Turkey&#8217;s shaky economy?<\/h2>\n<p>Since 2018, the Turkish economy has done so <a href=\"https:\/\/www.cato.org\/blog\/how-erdogans-pseudoscience-ruining-turkish-economy-1\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:shown symptoms of a crisis;elm:context_link;itc:0\" class=\"link \">show symptoms of a crisis<\/a>.  Turkey&#8217;s currency, the lira, has fallen in value precipitously.  In March, this <a href=\"https:\/\/www.reuters.com\/markets\/currencies\/turkish-lira-falls-record-low-near-19-dollar-2023-03-09\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:fell to a new low;elm:context_link;itc:0\" class=\"link \">fell to a new low<\/a> 19 to the dollar.  Also, in 2022, the year <a href=\"https:\/\/data.tuik.gov.tr\/Bulten\/Index?p=Consumer-Price-Index-November-2022-45800&#038;dil=2\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:inflation rate surpassed 80%;elm:context_link;itc:0\" class=\"link \">the inflation rate exceeded 80%<\/a>.<\/p>\n<p>To win the election, Erdo\u011fan pursued several policies that appealed to voters but may further stress the economy and bleed domestic reserves.  They include <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/turkey-eliminates-age-requirement-retirement-2022-12-28\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:dropping the retirement age;elm:context_link;itc:0\" class=\"link \">reduction of the retirement age<\/a> i <a href=\"https:\/\/www.politico.eu\/article\/erdogan-gives-civil-servants-45-percent-pay-rise-in-turkeys-tight-election-race\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:giving a 45% pay raise to public workers;elm:context_link;itc:0\" class=\"link \">give a 45% salary increase to public workers<\/a>.<\/p>\n<p>Meanwhile, economic crisis and <a href=\"https:\/\/www.nytimes.com\/2022\/02\/07\/world\/asia\/turkey-inflation-doctors.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:authoritarian policies;elm:context_link;itc:0\" class=\"link \">authoritarian policies<\/a> have resulted in a &#8220;<a href=\"https:\/\/www.bbc.com\/news\/world-europe-42433668\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:brain drain;elm:context_link;itc:0\" class=\"link \">brain drain<\/a>\u201d with many educated young people moving to Western European countries.<\/p>\n<p>If the election result leads to a further exodus of skilled and educated workers, it will only weaken Turkey&#8217;s ability to deal with its economic crisis.  That thinking could push Erdogan toward a rethinking of policies that alienate younger, more secular Turks.<\/p>\n<p>It could also force Erdogan to reassess his foreign policy.  Currently, the Turkish leader has looked <a href=\"https:\/\/www.youtube.com\/watch?v=f7I54Dj6Clw\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Qatar, Saudi Arabia;elm:context_link;itc:0\" class=\"link \">Qatar, Saudi Arabia<\/a> i <a href=\"https:\/\/www.ft.com\/content\/d1b33e56-2835-4d04-8387-ba1d8dc55646\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Russia;elm:context_link;itc:0\" class=\"link \">Russia<\/a> for financial support.  If that proves to be insufficient, Erdo\u011fan will be forced to seek stronger relations with the United States to facilitate financial aid from the International Monetary Fund and other international organizations.<\/p>\n<p>Erdogan won the election without making any promises of change in terms of domestic or foreign policy.
