It cleared the Senate in a bipartisan vote of 63 to 36. Although more Democrats voted for the bill than Republicans, the final bill had detractors from both parties. Some Democrats thought Biden waived items such as work requirements for aid, and Republicans maintained they would not vote for additional spending.
