The rider, a 20-year-old Tampa man, was seriously injured. <\/p>\n<p class=\"\">Officers found parts of the Tesla at the scene, according to the Highway Patrol, and tracked the vehicle to an apartment complex in Largo where the vehicle&#8217;s owner lives.
