This is likely because you are offline or JavaScript is disabled in your browser.\n\t\t\t\t<\/p>\n<p>\t\t\t\t\t\t\t<\/a><\/p>\n<p>However, a jubilant S\u00e1nchez told supporters outside his party&#8217;s headquarters that &#8220;the reactionary bloc of the Popular Party and Vox has been defeated.&#8221;<\/p>\n<p>Feij\u00f3o said he had won but, looking stone-faced, appealed to be allowed to form a government because his was the largest party in Congress.  &#8220;If the most voted party in Spain cannot govern, the only alternative is the attack, which does not benefit Spain, does not benefit our international prestige or the security of investments,&#8221; said Feij\u00f3o.<\/p>\n<p>During the campaign, however, S\u00e1nchez indicated that he would not enable the PP to form a minority government.<\/p>\n<p>\t\t\t<img decoding=\"async\" src=\"https:\/\/www.ft.com\/__origami\/service\/image\/v2\/images\/raw\/https%3A%2F%2Fd1e00ek4ebabms.cloudfront.net%2Fproduction%2F1f353101-4f63-493e-89cf-e69d21a829ce.jpg?fit=scale-down&#038;source=next&#038;width=700\" data-id=\"https:\/\/api.ft.com\/content\/1f353101-4f63-493e-89cf-e69d21a829ce\" data-image-type=\"image\" data-original-image-width=\"1611\" data-original-image-height=\"1074\" alt=\"Spanish Prime Minister and leader of the Socialist Party Pedro S\u00e1nchez \" title=\"\"><br \/>\n\t\t\t\tSpanish Prime Minister and leader of the Socialist Party Pedro S\u00e1nchez \u00a9 AFP via Getty Images<\/p>\n<p>The new parliamentary pacts will emerge only from intense negotiation between the biggest parties and two different sets of potential allies among Spain&#8217;s fragmented cadre of small regional groups.<\/p>\n<p>But none of the most likely constellations brings the PP or the Socialists to the 176 seats needed for a majority in the 350-seat congress.<\/p>\n<p>The result gives a potentially key role to Junts per Catalunya, a hard-line separatist party with seven seats that could drive a hard bargain to give S\u00e1nchez its votes.<\/p>\n<p>Feij\u00f3o&#8217;s position is complicated by the fact that his potential partner, Vox, fiercely opposes separatist political parties and wants to ban them, making it hard to imagine one of them joining a conservative alliance.<\/p>\n<p>If neither Feij\u00f3o nor S\u00e1nchez gets a majority, the Spanish will have to vote in another general election, the sixth in eight years.<\/p>\n<p>\t\t\t\t\t<a href=\"#14526071\"><\/p>\n<p class=\"o-message__content-main\">\n<p>\t\t\t\t\tYou are viewing a snapshot of an interactive chart.
