Police arrested Benjamin Abrams, 56, on Saturday after the April 19 incident that struck two police officers and left an outdoor dining structure destroyed. Eight people were shot at various locations in a Washington DC neighborhood, including a 12-year-old girl, police said Friday night. There were two scenes, which police believe are related.
