Newark – Global law firm K&L Gates LLP welcomes Rebecca Moll Freed as a partner in the Government Contracts and Procurement Policy practice. Freed is based in the firm’s Newark office and joins K&L Gates from Genova Burns LLC.
Through his varied practice, Freed focuses on helping companies successfully navigate a variety of complex regulatory frameworks related to political contributions, pay-to-play rules, government contracts, ethics rules, lobbying requirements, gift rules and energy and utility matters.
Freed advises corporations, partnerships, limited liability companies, trade associations, charities, social welfare organizations and political action committees on the legal aspects of their political activities, as well as advises businesses on government procurement and engagement in the recruitment process. Freed provides substantive counsel on New Jersey pay-to-play laws and has extensive experience in procurement law, as well as helping clients successfully prepare and complete RFPs and RFQs for federal, state, bistate and local government entities.
Freed has provided training and counsel to companies, in-house counsel, and corporate ethics and compliance officers seeking to maximize government procurement opportunities while ensuring compliance. She is also familiar with diversity in government procurement, minority and women-owned businesses, disadvantaged business ventures, and public-private partnerships.
